This is not true. It could happen. But it’s rare, not often case. I think you just have read about Japan on books or webs.
Well, it depends on each one when they start dating. Some start around 12 or so. But since there are all-boys and all-girls schools in Japan, those who are going to those schools do not have much chances to date. So some of them have never dated in their 20s.

The age of consent set by the central government is 13. However, all prefectures (except one) have its rules, setting the age of consent at 18 (all are the same). So it’s virtually 18 in Japan.

However, much of Japan is rural or smaller cities. Good families raise their children to be conservative. Arranged marriages might not exist any more but good girls from conservative families might be pressured to meet certain boys and date. Such girls would be unlikely to be sexually active until they are married or engaged.
School age children are pressured not to date and concentrate on study, but it would depend on the family.
It would be individual. Sexual relationship so-called as even still dating would be common around 18 y.o. after there. Most of Japanese cities have sort of the local regulation to prohibit sexual conduct with under 18 y.o. there. The rules are always to be neglected though.

What you say makes sense but the truth is in rural areas youngsters enjoy sexual relationships much more than those in urban areas do. LULZ. The formula here is that less-than-entertaining environment and less-pressuring schools orient kids to have sex earlier and more frequent than kids do in urbane areas, which have much more entertainment and where schools are more competitive.
It might be true in America that if you go a rural place, people are conservative, but not generally the case in Japan at all. If anything, you should check ‘yobai’, which is a legal orgy done in rural areas in Japan until fairly recently.

I know first hand about the "sugar daddy" phenomenon as I was approached several times when I was younger for the position. It was not uncommon for the idea of compensated dating. Most were over 18 but the age of majority is 20.

Young people in Tokyo don’t seem to be much interested in the opposite sex these days where as it is not uncommon to see late teens/ early 20s here with infants and young children (inaka of Kyushu) people tend to marry very soon down here.
Curious to see more first hand answers.
