Well most of the time it could mean dating but there is a possibility that she or he might just want to be friends so don’t get frustrated act cool and be yourself.
It is possible to be dating and not be sleeping with that person. So i say he’s dating that someone and not willing to give them up for you. He seems to be stringing you along. He’s just not that into you. He’s into the other girl more. You also say he’s indian so maybe he is getting family pressure to be with the other woman. Either way i think you’ll lose out if you stick around. Be careful.
It means he’s lying to get into your pants.
